Grapevine nursery material infested with phylloxera is a high-risk pathway for the spread of phylloxera. Nurseries and grape growers (commercial and hobby) need to be aware of the phylloxera management zones and comply with regulations concerning the movement of grapevine planting material.
Grapevine planting material includes cuttings, rootlings and potted vines.

The Victorian Viticulture Biosecurity Committee (VVBC) was established as a direct result of the Victorian Government’s commitment to improving Victoria’s capability for managing emergency plant pests and diseases.
The VVBC is a collaborative venture between the Department of Primary Industries Victoria (DPI) and key stakeholders in the viticulture industries, including the winegrape, tablegrape and dried fruit industries, plus the nursery and vine improvement sectors.

The Interstate Certification Assurance (ICA) Scheme is a national system which allows an accredited business to issue Plant Health Assurance Certificates (PHAC) without the need for an authorised officer to certify produce on behalf of the business. When a PHAC is issued by an accredited business, it is accepted as evidence of conformance with specified quarantine requirements for interstate and intrastate trade.

DPI has been rezoning areas of the Victoria’s Phylloxera Risk Zone (PRZ) to Phylloxera Exclusion Zone (PEZ) status with the assistance and endorsement of the wine grape industry. This process involves vineyard inspections and industry education over a three-year period.
Wine-growing areas that have been progressively rezoned include the Henty, Grampians, Pyrenees, Bendigo and Heathcote regions. Rezoning is currently underway in areas around Geelong, Ballarat, Sunbury, Macedon Ranges, Wimmera and mid northern Victoria.

In line with national protocols, Victoria uses three types of control areas to protect the grape industries from phylloxera: Phylloxera Exclusion Zone (PEZ) are areas which have been surveyed and are declared to be free of phylloxera. PEZs are established to improve biosecurity and market access for the grape industries; Phylloxera Risk Zone (PRZ) have an undetermined phylloxera status because they have not been surveyed; Phylloxera Infested Zone (PIZ) are areas in which phylloxera has been detected. They are established to prevent the spread of the pest from the area.

Phylloxera (fil-ox-er-a) is a very small, yellow insect that feeds on the roots, and sometimes the leaves, of grapevines. It can also move to the soil surface and up into the canopy and the fruit. Feeding by phylloxera can damage a susceptible grapevine’s root system to such an extent that the plant may die. If phylloxera is detected in a vineyard, a quarantine zone is established to restrict the spread of the pest. This has implications for grape growers selling their grapes and limits the movement of other grape material and equipment used in their vineyards.

Your Biosecurity obligations:
When a vineyard is removed, the trellis materials can often be used elsewhere for other vineyards or for fencing. Used irrigation pipes may also be transported to other properties.
Vineyard operators need to ensure compliance with grape phylloxera management zone regulations whenever trellis materials or irrigation pipes are removed.

The Phylloxera and Grape Industry Board of South Australia (PGIBSA) is committed to protecting South Australian vineyards from phylloxera and providing effective pest and disease management policies and information to industry and government. It is the only body of its type in the world established specifically to deal with phylloxera.

NSW Primary Industries: Grapevine phylloxera, Daktulosphaira vitifoliae, is a small (up to 1 mm long) aphid-like insect that lives and feeds exclusively on the roots of grapevines and occasionally in distinctive galls on grapevine leaves.
